To apply a filter or effect, simply select the layer you want to apply it to in the Layers panel, then click on the appropriate filter or effect in the menu. For example, to apply the Gaussian Blur filter, select the layer you want to blur in the Layers panel, then click Filter > Blur > Gaussian Blur.

If you want to apply a filter or effect to multiple layers at once, you can select them all in the Layers panel by holding down the Shift key while clicking on each layer. Then, apply the filter or effect as normal.

Some filters and effects have additional options that you can adjust. For example, when applying the Gaussian Blur filter, you can adjust the Radius to control how much blur is applied. To access these options, simply click on the filter or effect in the menu, then click on the Settings icon (the gear icon) next to the filter or effect name.

Once you’ve applied a filter or effect, you can adjust the opacity of the layer to control how strong the effect is. Simply select the layer in the Layers panel, then adjust the opacity slider.

You can also add a layer mask to a layer to control which parts of the layer the filter or effect is applied to. To do this, select the layer in the Layers panel, then click on the Add Layer Mask icon (the rectangle with a circle inside). Then, use a black or white brush to paint over the areas you want to affect.

Finally, you can save your filter or effect as a preset so you can quickly apply it to other images. To do this, simply click on the menu icon (the three dots) next to the filter or effect name, then click Save Settings.
